Exam Overview

Georgia's plumbing licenses come from the State Construction Industry Licensing Board, Division of Master and Journeyman Plumbers. The state issues a Journeyman Plumber license plus two master tiers: Master Plumber Class I (restricted to single-family dwellings, one-level two-family dwellings, and commercial structures up to 10,000 square feet) and Master Plumber Class II (no restrictions). Only master plumbers may run a plumbing business; journeymen may not, and the board does not register plumbing companies.

Exams are given by PSI with continuous scheduling once the board approves your application. Content follows the Georgia State Minimum Standard Plumbing Code, which is the International Plumbing Code with Georgia amendments; new code editions took effect January 1, 2026 (confirm the IPC edition year with the Georgia DCA).

Scope

License Types

Georgia issues three plumbing license types:

  • Journeyman Plumber - Statewide individual license to perform plumbing work.
  • Master Plumber Class I (restricted) - Single-family dwellings, one-level two-family dwellings, and commercial structures up to 10,000 square feet.
  • Master Plumber Class II (non-restricted) - No restrictions.

Medical Gas Piping certification is available as a separate add-on for licensed plumbers under Board Rule 121-2-.11.

Structure

Exam Format

Georgia plumbing exams are administered by PSI, the board's testing vendor, with continuous scheduling after board approval. If you fail the exam twice, a board-approved review course is required before you can retest. Check the current PSI candidate bulletin for question counts, time limits, and allowed references for your license level.

Passing Score

Georgia requires a minimum exam score of 70 for plumbing licensure. Confirm the current passing requirement with the Division of Master and Journeyman Plumbers or PSI before your exam date.

Requirements

Requirements by license level:

  • Journeyman: a minimum of 1 year of experience in plumbing work covered by the Georgia State Plumbing Code, plus 3 references from licensed plumbers.
  • Master: a minimum of 5 years of experience, at least 2 of them as a licensed Journeyman Plumber. Class II also requires documented commercial or industrial experience. Class I needs 1 reference from a licensed Master Plumber; Class II needs 2.
  • All candidates: minimum exam score of 70, a background check, and secure and verifiable identification.

Fees

Plumbing application and renewal fees follow the GOALS fee schedule. Exact plumbing-specific amounts are not published on the division's pages, so check the fee schedule at goals.sos.ga.gov before budgeting. PSI exam fees are paid separately. Always confirm current fee amounts with the board before submitting payment.

Does Georgia license journeyman plumbers at the state level?

Yes.
